COUNCIL OF THE BOROUGH OF WEST MIFFLIN met in regular session in the Municipal Building Council Chambers on Tuesday, November 15, 2016 at 6:30 p.m. prevailing time with President Scott Stephenson presiding.

CITIZENS COMMENTS ON AGENDA ITEMS:

Jim Jasinski 4100 Home Street asked about Item B. He wanted to know if the service was for one or all three years. Mr. Kamauf said the fee is for one year but years two and three will still have to be approved on a yearly basis by Council. Mr. Jasinski asked if the Goodwill store to be built will be tax-exempt. Mr. Anthony replied by saying since Goodwill will be leasing from Tech One, this will be taxable. Mr. Jasinski wanted to know what the equipment is listed in Item G. Chief Davies said this is for the radio system that the Police Department has been switching over to for the past few years. This price is for the equipment. Mr. Jasinski wanted to know if there will be a tax increase in the 2017 budget. Mr. Kamauf replied there will be no tax increase.

 

Harry Thompson 6670 Adams Avenue wanted to know if Century III Mall closes, what kind of tax implication will there be. Mr. Kamauf said there will be little impact to the Borough.

 

APPROVAL OF MINUTES:

 

Motion by Olack, seconded by Kostelnik that the Minutes of the October 18, 2016 Council Meeting by approved. Roll Call: Seven ayes, no nays. Motion carried.

 

AGENDA ITEMS:

 

  1. PUBLIC HEARING FOR 2017 BUDGET.

     

    Solicitor DiLucente opened the Public Hearing for any comments or questions. Mr. Kamauf explained this is the proposed budget. There will be no tax increase. He added there will be increased paving for next year. Mr. DiLucente added that the budget is simply a planning tool that is utilized by Council to manage the Borough. Mr. Kamauf said he will have this ready for final adoption in December.

     

     

  2. Motion by Olack, seconded by Marone to approve contract for auditing services for 2016, 2017 & 2018, with Hosack, Specht, Muetzel and Wood LLP. Cost for 2016 Audit Seventeen Thousand Two Hundred Fifty Dollars ($17,250). Roll Call: Seven ayes, no nays. Motion carried.

     

  3. Motion by Olack, seconded by Stupar to approve advertising for openings on the Civil Service Commission, Planning Commission, Zoning Hearing Board and Sanitary Sewer Authority. Roll Call: Seven ayes, no nays. Motion carried.

     

  4. Motion by Davis, seconded by Kostelnik for the approval of a 2 Lot Sub Division plan, this plan is a request to divide parcel 312-P-010, and the purpose is for the construction of the 15,000 square foot Goodwill building and parking lot. This sub division was recommended by the Planning Commission and Borough Engineer. Roll Call: Six ayes, no nays, one abstain (Olack). Motion carried.

     

  5. Motion by Kushner, seconded by Davis for the site plan approval of a newly created lot owned by Tech One Associates at the former Busy Beaver location; this development plan request is for the construction of a 15,000 square foot building and parking lot to be leased to Goodwill. This site plan was recommended by the Planning Commission and Borough Engineer. Roll Call: Six ayes, no nays, one abstain (Olack). Motion carried.

     

  6. Motion by Olack, seconded by Kostelnik for the approval of a simple 2 lot sub division on Amblers Lane owned by Alma Bajuscak & David Hanover, 573 Amblers Lane. The purpose is to create a new building lot. This sub division was recommended by the Planning Commission and Borough Engineer. Roll Call: Seven ayes, no nays. Motion carried.

     

     

  7. Motion by Marone, seconded by Kushner to approve purchase of 5 Repeater Voter Sites Equipment for New Communications frequency from Lauttamus Security, LLC at a total cost of $92,130.34 (COSTAR Purchase), funds for purchase to come from Asset Forfeiture Account. Roll Call: Seven ayes, no nays. Motion carried.

 

DEPARTMENTAL REPORTS:

 

Community Development……………………………………………….…..Walter B. Anthony

 

Mr. Anthony read the Community Development Report for the month of October 2016.

Mayor Kelly questioned some numbers on Mr. Anthony’s report applying to Code Enforcement. Mr. Anthony said this will be adjusted and he will remove unnecessary columns on the report. Mr. Marone asked if the old Dollar General on Pennsylvania Avenue is sold. Mr. Anthony said that deal fell through. The building is in bad condition which has ongoing citations.

 

Police…………………………………………………………………………..Chief Ken Davies    

 

Chief Davies read the Police Department Report for the month of October 2016.

Chief Davies reported on an incident on October 14 on Glencairn Street. He said the Patrol Officers and Detectives made an arrest. Chief Davies said that all Police officers are approved in administrating NARCAN.

Mr. Marone asked Chief Davies if he would consider setting up substations in the Borough. He said this was asked by the residents of Riverview Homes. Mayor Kelly said this is a tricky maneuver. He said the neighborhood would have to buy into the idea and it all depends on need and cost. Mayor Kelly said he would take this into consideration by not during the winter months.

 

 

 

Public Works……………………………………………………………….……….James Hess

 

Mr. Hess read the Public Works Report for the month of October 2016.

Mr. Marone asked Mr. Hess if he could provide for next month’s meeting how many miles of paving was done this year. Mr. Hess said he will have the information next month.

 

Recreation………………………………………………………………….….Anthony DiCenzo

 

Mr. DiCenzo thanked Council, Mayor Kelly, EMS, Public Works and students for a very successful Halloween event at the Community Park.

Mr. DiCenzo said he is in the process of instituting a fee structure for the parks. He was referring to the new Basketball Courts and Softball and Baseball Fields.

Mr. DiCenzo reported that Light up Night will be held at the Borough Building December 1st. He said this year all activities will be held in the parking lot instead of Skyvue Firehall.

Mr. Marone asked if an early opening and later closing could be adopted for the Community Park. Mr. DiCenzo agreed and said this will be discussed at next month’s meeting.

 

EMS…………………………………………………………………………Chief Todd Plunkett

 

Chief Plunkett read the EMS Report for the month of October 2016.

Chief Plunkett said he will be working with Mr. Hess to get CPR and First Aid training for Public Works.

Chief Plunkett said over 750 flu shots were administered.

 

REPORT OF THE MAYOR:

 

Mayor Kelly commended the Police Department for doing a fine job.

Mayor Kelly said he received a request for sponsorship for West Mifflin Titan Baseball. He handed the letter to Council.

Mayor Kelly commended Chief Davies for completing the FBI Leadership Class with high honors.

Mayor Kelly said ribbon cutting for the Homeville Bridge will be November 21st.

Mayor Kelly said he sent out emails to Council about a meeting with the Airport Authority around the first week of December. This meeting will try to generate international business.

 

REPORT OF THE SOLICITOR:

 

Solicitor DiLucente said most of his items are in litigation so he cannot discuss these.

He said he will have a memo ready next week for Mayor Kelly and Councilman Olack on the drone agenda.

 

REPORT OF THE ENGINEER:

 

Mr. Balewski reported that the Basketball Court is completed. He will make a recommendation for the final payment.

Mr. Balewski reported he has finished the preliminary design for the adult fitness park on Kansas Street.

 

REPORT OF THE BOROUGH MANAGER:

 

Mr. Kamauf read the Finance Report for the month of October 2016.

Mr. Kamauf said there has been interested parties in regards to the sale of the old Borough Building at 3000 Lebanon Church Road. He said he will keep everyone posted.

Mr. Davis asked about switching to LED lights. Mr. Kamauf said there have been around 120 lights switched at this time and he is checking with Duquesne Light to see the status of the rest to be installed.

 

PAYMENT OF BILLS:

 

Motion by Davis, seconded by Kushner that all bills properly approved by the Finance Committee be paid. Roll Call: Seven ayes, no nays. Motion carried.

 

NEW BUSINESS:

 

Motion by Kostelnik, seconded by Olack to hire Jake Tkach for the Public Works Department vacancy pending physical and other Borough requirements. Roll Call: Seven ayes, no nays. Motion carried.

 

Motion by Olack, seconded by Davis to approve final payment of $72,500.00 to Vigliotti Landscape and Construction for the completion of the Basketball Court. Roll Call: Seven ayes, no nays. Motion carried.

 

 

CITIZENS COMMENTS:

 

Colen Dudas 1908 Gina Drive asked Council if they know of any new development at Century III Mall. Mr. Kamauf explained Council has tried to help reinvent the mall but the mall is a private business. As long as they stay within the law, they can do just about anything.

 

Jim Jasinski 4100 Home Street told Mayor Kelly he has some great pictures of the construction of the Homeville Bridge. He added he disliked the lighting on the bridge and wondered if Duquesne Light can put in LED lights. Mayor Kelly said these lights were part of the bid process from Allegheny County.

Mr. Jasinski asked Mr. Balewski about cancer causing agents from LED light. He said he understood anything above a rating of 5000 is cancer causing. Mr. Balewski said this was not his expertise but he will look into this.

Mr. Jasinski asked if the Borough gives any funding to the local Firehalls and if so, can a report be given to show where this money goes. Mr. Marone said yes, the Borough gives funding to the Firehalls. Mr. Marone said the money goes for equipment, housing of the firetrucks, purchasing of firetrucks and maintenance. Mr. Jasinski said he would like a written report showing where the money goes.

Mr. Jasinski asked Chief Davies if he had any advice to give residents in regards to the upcoming holiday season. Chief Davies said it’s the same as usual. He advises residents to be aware of their surroundings, pay attention in your neighborhood, lock your doors, etc. If you know you have a package that will be delivered, try to be there or ask a neighbor to hold it for you.

Mr. Jasinski wants everyone to have a blue light on their porch to stand behind the Police Departments.

Mr. Jasinski said he read an article about a county that was located out of state that uses a drone. After the purchase, certifying pilots and other cost, this was an expense of over $100,000 a year. What would the overall cost be if the Borough purchases the drone? Mayor Kelly said if we should purchase the drone, it wouldn’t be used full time and we already have a pilot. Mayor Kelly said this would be utilized by all departments and there may be some cases of overtime. Mr. Jasinksi asked if the Borough can piggyback with Allegheny County to which Mayor Kelly said that is a possibility. Mr. Jasinski asked about the cost of the drone. Mayor Kelly said the purchase would be through the Federal Forfeiture Fund.
